Modify File Permissions with chmod

chmod 777 777 means User, Group, and Others all have full read, write, and execute permissions. However, granting such permissions can pose a security risk.. I'm trying to change the permissions of temp_dir to 777. Why are these commands not accomplishing that? I'm using Linux by the way.
